Preparation and Partnerships Power OPPD’s Historic Ice Storm Response

Omaha Public Power District received Chartwell’s 2026 Gold Award for Excellence in Emergency Management for its response to a historic 500-year ice storm that tested every aspect of the utility’s operational resilience. After the March 2025 event coated infrastructure in up to 5 inches of ice and caused widespread damage across its service territory, OPPD mobilized more than 1,000 personnel through a scalable Incident Command System structure focused on safety, coordination, and unified communications. This case study explores how the utility leveraged mutual aid relationships, flexible response planning, cross-functional training, and real-time coordination with emergency management agencies to restore power under hazardous conditions. It also examines lessons learned around logistics, grid resilience, and continuous improvement as utilities prepare for increasingly severe weather events.
