Training and Exercises in Utility Emergency Management

This report examines how utilities prepare Incident Management Teams and supporting functions for an increasingly complex, all-hazards environment. Based on Chartwell’s Emergency Management Benchmark Survey of 40 North American power utilities, the findings reveal uneven requirements for IMT onboarding, recurring training and exercise participation. Utilities frequently exercise storm-response plans and involve core internal functions, but lower-frequency, high-consequence hazards and external partners receive less attention. The report recommends structured, recurring and risk-informed readiness programs that clarify decision authority, escalation pathways and cross-functional responsibilities. It also explores how all-hazards scenarios can test multiple plans efficiently, how technology should be incorporated into realistic exercises, and how lessons learned must translate into assigned corrective actions, updated plans and future exercises that verify improvement.
